The Electoral Procedures Codification Act of 2017 defines the quota incorrectly; the formula for the droop quota should be FLOOR(votes/(seats+1))+1, as opposed to FLOOR(votes/(seats+1)). The extra 'plus one' is important, because it ensures that the number of candidates at or exceeding the quota is not greater than the number of seats.

It seems that almost no one noticed this mistake (although I pointed it out, to no response, before the bill was first passed) and thus election administrators have been using the 'correct,' but legally incorrect quota to calculate their results.

This amendment fixes this issue, so that the actions of elections administrators are not in conflict with established statute.

The special election is for a single seat. This only applies for elections involving multiple seats. So it doesn't matter, as it has no effect on the special election.
