Yes, the House votes for it.  Obama signs it, but budget reconciliation is somehow) blocked.  The Supreme Court rules the whole law unconstitutional, citing violations to the equal protection of the 14th Amendment.

I have no idea, but this bill is hard to fix, so that it does not blow up in relatively short order. It has structural flaws due to trying to buy votes that I suspect will require a major fix in a hurry, if it passes, including incentivising folks to dump their insurance and pay the fine, and then sign up for insurance when they get sick. But that is but one flawed element.
