Kerry, who's arguably the best since Cyrus Vance, though Tillerson isn't all that bad either.

I'm really surprised by the amount of support for Tillerson; someone who is essentially gutting the state department, is hated by said department, called his own boss a 'moron' and is likely to get sacked in 2018.

He's most likely to be ranked as one of the worst Secretary of State's in history just for his pure uselessness. At least Kerry had achievements that he could point to (negotiating the Iran Deal) even if you disagreed with them.

Nikki Haley for example as UN Ambassador has been objectively good at her job (even if I disagree with half the stuff she does)

I concur. Tillerson has the same ignorance of what the state department does as it seems the typical Atlas Forum poster, but it's borne out differently. He thinks he can lead the state department the same way he lead ExxonMobil, but that's total nonsense.
