As far as regions.....have we decided that there should be TEN states for every region or what? Or will we have one region with 9 states.....and another with 12....and another with 7.....

There's no good way to do that fairly.
I think my plan is a good balance.

Also, Siege will probably be able to get an office.

We are all in too much of a hurry! Originally, it was proposed that the votes would begin on March 15. Here is my proposal for how to conduct the voting:

1. All maps involving with less than X members (X to be determined now) are not permitted to be included.
2. Only maps with five regions may be included.
3. Each map is given a title, including a letter and the name of the proposer.
4. On the first post of a NEW thread, all of the maps are displayed, together with its title.
5. Voters have 72 hours thereafter to vote.
6. To cast a ballot, a voter must rank the maps in order. A vote is valid only if at least three maps are ranked.
7. A map with an absolute majority of first-preference votes wins. If no such map has an absolute majority, then the map with the fewest first-preference votes is eliminated, and its votes are redistributed based on the second preference. Further eliminations are done until one map receives an absolute majority. (This is the Australian preferential voting system.)
8. In order to allow members to make informed proposals, the Secretary of Forum Affairs conducts a Census which informs everyone as to how many inhabitants with 18 posts or more, and registered voters belong to each state.

I propose that the minimum number of voters necessary for a region be declared to be five.

Dammit, I think that I have the right idea here and I am not backing off of this.
I think your plan is a good idea, actually.
Perhaps my map could be the permanent one, and one of Lewis's could be the shifting one that we'll redo every year or so.
That way we have a permament one balanced by real population, and a shifting one based on actual members.

I will set up the vote soon. (It might take some time, for I intend to create a table listing the number of states, real electoral votes, and registered voters per region. I should be much obliged if everyone else bears with me.)
