It's likely that he and his party cheated their way to victory last election. THey also took over parliament by buying MPs from the other side. Basically, Mongolian politics is between pro-west, pro-deregulation, pro-freedom of speech party and Bayar's ex-communist party which opposes all of these things.

That's my simplified black-and-white version based on a little more research than just wikipedia, actually, but I think it holds true enough to vote off Bayar.
