The clutter from spam in the thread in question is getting irritating - especially since posters took to ignoring repeated instructions to send their messages via PM. I will support this legislation but only if the punishment is toned down considerably or, perhaps as a better alternative, any of the inappropriate new posts placed in the registration thread would be subject to immediate deletion by someone with the ability to do so.
