you already see it in the Republican Party, which was composed of mainly former Whigs who defected from their party after it imploded, making way for the Republican Party to run as a major political party for the first time, and as the main opposition to the Democratic Party in the 1856 and 1860 presidential elections.

The Whigs started simply as anti-Jacksonians. Perhaps one of your core tenets would be the removal of Jackson's image from the $20 bill.

the Whigs started out on the ruins of the Federalist Party.  i presume they started off where the Federalists left off -and i guess you might want to start from there too......

Internal improvements. They were a pork party. I guess in a way, the Whig Party makes up 95% of today's Congress.
