As I made clear during the debate I have major reservations about this bill. Firstly, I don't think the Assembly should have the power to give the Governor and Lt. Governor such detailed and far-reaching instructions. Secondly, clauses 3 and 4 of this bill may very well be at odds with the Federal Constitution; indeed, if the Senate and the People pass a constitutional amendment which explicitly states that the regional executives are responsible for drawing new regional boundaries, clauses 3 and 4 cannot be upheld. Looking at the ongoing debate in the Senate, it seems very likely that the regional executives, and not the regions' Senators or members of the Assemblies, will have the power to participate in the redrawing discussions.

I will think about this more but at this point I can say that I am likely to veto the bill.
