How does the phrase go? "The eternal rebel in the conservative," or something like that? In a society ruled by movement, the square man will always be slightly off.

As a general rule, the very point of counterculture is to fight against fascism and moral guardianship. So, in other words, a resounding no.

By definition, counter-cultures function to oppose or try to supplant the current ideological framework; a Puritan could be counter-cultural in many parts of the world regardless of whether there is "fascism" or not.
