It is real. Blease was opposed to prohibition in principle but said he would vote for its enforcement because his constituents were drys. He said he would vote against it as a citizen. Also, from Time:

I liked Dr Paul and sad to see him leave Washington.  I didn't agree with him on alot of things, but he spoke what he believed.
