I'd like to ask Dallasfan what appeals to him about the job of Chief Judicial Officer and where he thinks it can improve?

I think the institution of Chief Judicial Officer is an important one for the Northeast to have because it allows for us to deal with small disputes (such as butafly v sirnick) that the Supreme Court of Atlasia may not be interested in hearing.

As to where I think it can improve, the Chief Judicial Officer already has the authority to open/close voting booths and certify election results in lieu of the Governor (precedent has established since RowanBrandon's departure that the Governor does it unless unable.) However, to my current knowledge the Chief Judicial Officer does not have the authority to open a vote for Speaker - perhaps if he were allowed to do so in an emergency (as we saw with Spenstar) that would improve the office.

Beyond that, I'm not sure what improvements could be made - due to the rarity of local lawsuits the Northeast CJO seems like more of a token office, but I think it has merit.

Potentially. Currently, I don't see much wrong with the status quo of the Lieutenant Governor being the Representative with the most 1st preferences (except in instances of dubious constitutionality where said Representative is both Speaker and Lieutenant Governor.) I do like that it enables the Chief Judicial Officer to open the Assembly, though.

In all honesty, I can't think of any particular qualifications that would make me more cut out for the task of Northeast Chief Judicial Officer than other citizens of the Northeast, and it would be a bit ostentatious of me to suggest that I'm the best there is.

That being said, one thing I do have in spades is tenure - among the prominent citizens of the Northeast, I believe only Doctor Cynic has been around for longer than I, so I do have some experience with things such as the Constitution and the SOAP.
