It may have been the GTO Ambassador bill, which was recently tabled.
No, I was thinking of the Sanity Act. I guess it was rejected rather than tabled.  But the thing that sticks in my mind is that this issue of what exactly the SoIA is supposed to do keeps coming up, and keeps getting punted.
