He was referring to the GOP doing most of their GOTV effort in house through the RNC.  Dems did some of that, but relied a great deal on outside groups such as Move on.com and Americans Coming Together.

It's common knowledge and has been written about extensively.  I heard Pat Caddell refer to it on a cable talk show last week.
