More evidence that there needs to be a better enforcement mechanism to prevent stacking administrations with unqualified people, and/or perhaps a codification of existing rules if they aren't already.

One thing everyone should be able to agree on is that government agencies need qualified people who have experience and knowledge which pertains to their new job description. No one is ever going to stop presidents giving some jobs to loyalists, friends and such, but at the very least they should be qualified for the job in question.

If GS-11 pays $60k at Step 1, how much does GS-9 pay, and how the hell do they get people with master's degrees to take those jobs?
