Ileana's Dream
Ileana had oversaw the creation of a new party, winning a decent amount of seats. But she worried for the future of her young party - with no obvious heir, Ileana could not retire without the Civic Union falling apart.
She also knew that her party could never end up leading the country as a primary party in a coalition. The seats her party could target simply weren't there - too economically left-wing Labor areas and too socially conservative Conservative ares.
There's a way I could solve this.
Ileana still had a rapport with Labor from the days she crossed party lines and defied Liberal leadership to help Pelosi form a government. Without Ileana, the Labor government would not have come into existence.
She had a radical plan: get rid of districts entirely. Instead, mimic the electoral system in the Netherlands, Israel, and other countries. This would allow her party to flourish, as would other parties.
Of course, this required a constitutional amendment -2/3 votes in the Parliament and then a strong majority of approval in a national, compulsory referendum.
She dialed on her phone:
"Hey, Barack. Got a minute to talk? I'm think about cashing in that favor."
Parties in support of this amendment: Labor CU National Alignment Red Party Libertarians Christian Democrats
Parties opposed: Conservatives New Deseret Texan National Farmers-Populist All Puerto Rican parties Paul Ryan Native Interests (unless seats are set aside)
