Governor, perhaps you could show us how this would work in an actual vote.  I'll make up a ballot for you to tally for us.  There are 7 candidates: A, B, C, D, E, F, and G; there are 11 ballots:

I think you mean ABCFG. E was eliminated.

So to compare, under the current system you have ABDFG and under PR-STV you have ABCFG.

But how could A be elected?  He hasn't reached the quota.

One minor thing before we take this to a final vote.  We should probably put all of the federal language in this bill.  Unless we want our election procedure to change with the federal procedure (if it were to change).

One note: you'll want to change the reference to SOFA in Clause 14 there.

Thanks, I just changed it to "Governor or Acting Governor".

Yeah, that was why I wanted to look it over, not because there might be mistakes, but that something federal doesn't apply.

Yeah, we'll do it sometime next week.  I really want to have time to double check everything before we change this (since last time, we ended up having to pass last-minute emergency laws to ensure we could properly count votes), but I'm going to wait until after exams... we've still got plenty of time in the session; there's no rush.  I fully plan on having this done by the end of the week.

One minor typo has been fixed.  Voting is now open on the following version of the bill.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48-hour vote.

Voting is now closed.  The AYEs are 2, and the NAYs are 1, with 1 ABSTAIN, and 1 not voting.  The AYEs have it, and the bill has passed.  The bill is now passed onto the Governor for his signature or veto.

Based on your opinion, yes. Based on law, which is how we like to operate things around here, it passes.

In an assembly with 5 members you must have 3 votes in the affirmative. 2 does not meet the majority standard. Thus my premise is based on the law.
