The use of the phrase 'local authority' punts it beyond the 1970's. The usage of it by a Lord suggests they were previously in some position where people speak normally about such things; probably an ex MP rather than a peer.

Given what Al has hinted at, (his previous searches etc) possibly a former minister/junior minister who used to care about what people used to term 'public works.'

Which means probably someone Labour.

It's late Thatcher era. Probably around the time of privatisation.
