I'd vote for Hoxha.  He was a freedom fighter in his earliest days as a tobacco store owner while Ceausescu was always awful (although he was wrongfully imprisioned in the late 30s-early 40s).

Well, reading more about him, Ceausescu was cool before he got any power as well.
