There's an argument to be made that Lincoln's policies of promoting settlement and railroads out West had as much of an impact in terms of Indian removal as those of Jackson, and this expansionism playing a similar role in Republican ideology of the time as it did for Democrats a in earlier decades.

Though when it comes to who at least attempted to listen to the better angels of his nature, Lincoln I think must be said wins out easily.
