One underrated factor is that recently in Starr and Zapata Counties, there has been pretty substantial down ballot undervotes and most of that dropoff is coming from people voting R at the top of the ticket (Trump in 2020, Abbott in 2022). It's honestly a really unique situation we don't see basically anywhere else in the Country.

In 2020 in Zapata County for instance, Hegar basically mathced Biden vote total while Cornyn only got 75% of Trump's vote. And it wasn't because of high 3rd party in the Senate race there or anything

The indictments will affect his popularity and performance for sure, but he's practically a religion in Laredo and surrounding areas. Unless he resigns or gets expelled, he'll win and outrun Biden.

This. He'll underperform Biden in Bexar, to be sure, but Webb/Starr/Zapata will more than make up for it.

As a Texan I'm assuming you're somewhat more familiar with the local situation...is Cuellar really that crazily popular in the Laredo area? I mean, yes, the numbers don't lie and he did massively outperform Biden in those counties, but keep in mind that it was still on par or behind Obama's 2012 performance in those areas, so it's not necessarily just about his personal popularity.
