Seriously? You're blaming Clinton for not being ahead of regional and national support for the Confederate flag in the 70s and 80s? There were widows of Confederate veterans still alive in those decades. It was only a couple decades beyond Civil Rights. George Wallace was still alive. You're talking about practically a different country at this point.

Hey, if we can blame Republicans for being too friendly with Confederate supporters 150 years after the end of the Civil War, we can blame Democrats for being too friendly 122 years after.
