Immigration reform. It should have been done early into his term but wasn't that much of a priority after he was sworn in.

And then? He would have been on the court for some months before Mr. Trump would have appointed Gorsuch anyway. Recess appointments for SCOTUS are pointless unless the nominee has a real shot at senate confirmation.
