I'd say we have a 1 year lag-so that we can still talk with current terminology, of current technologies, and with current ideologies, but so that international affairs have a structure in historic event passage. Maybe even a lag as short as three months.

I do think present-day would be a mistake, but in my opinion 1992 is less practical than 2006, or at least 2002.

Using STV, the count stands at 4 votes for a 15-year lag, and 3 for 17.
