This is a period in which the actions and activities of many were forgotten. This is partially related to the treatment of African-American veterans of the Civil War, whose legacy was largely white washed out of existence in the name of the reunification ethos that prevailed in the late 19th century and early 20th century as well.

That being said, Clauses 2 and 3 concern me with their wording. Is this existing funds being redirected or new funds being appropriated. If the latter, it would violate the House Paygo Resolution.

I am surprised that it isn't, though I guess I shouldn't be since there are a lot of things that I think schools should teach in terms of history, but often get passed over.

I would assume the former, though I don't know what it would be redirected from, and what effects that will have.

many moments that should be remembered in history are simply not remembered, even if they should be. I think this act remedies that with one of many, many events that have not been remembered by the general public. That being said, I would like this event to be added into history textbooks and post-reconstruction era curriculum. I may try to make an amendment myself for this, if someone doesn't beat me to it.

     If you could format that properly as an amendment, that would be wonderful. You might also want to edit these clauses to include explicit language to address Representative Yankee's concerns.
