I think he is quite possibly one of the most underrated congressman in recent memory. He really changed the way congress was operated. I know this sort of belongs in the what-if thread but because that areas has less hits I'll ask it here:

Had Burton checked into rehab like his brother or made some behavioral changes and not died, would he have become speaker of the house?

Also, if he became speaker of the house, would the republicans pick up of congress have happened earlier?
