Looks like I have my answer on this. According to Seung Min Kim, if they overdo it, the parliamentarian can find their actions dilatory.

Maybe I missed it, but I don't remember the need to provide tax breaks to wealthy hedge fund managers in the Virgin Islands being one of our nation's pressing crises. Yet that's exactly what Section 14504 of the GOP bill does.

Apparently it is not even all Wealthy Hedge Fund managers in Virgin Islands but there also the bill picks & chooses. SWAMP at work !

Orin Hatch should give the name of the lobbyist who inserted the provision for which select few Hedge Fund Managers !

When is the actual vote going to happen?

As far as I know, they can keep going with amendments until either being ruled dilatory or running out. There are 269 amendments offered.

If it passes why wouldn't it be?

Because of how this process votes. After all the other amendment votes are done, McConnell offers an amendment (the 'final' or 'manager's' amendment) which wipes away any previously passed amendments and replaces them with whatever he decides is in the bill.
