Here is why I introduced this bill:

When Matt from VT and Bore went up for the special election for Senate, Bore led 11 to 10. But, when I look over the census, it seemed that DemPGH had moved out of the Northeast prior to voting which I thought invalidated his vote. The Northeast has no policy on this, but the Federal government does. I decided to follow Federal guidelines, and count DemPGH's vote giving Bore the win.

If I did not count DemPGH's vote, Matt from VT and Bore would have been tied. Federal guidelines state that the person with more "first preference" votes would have won, which would have gave Bore the win. The Northeast has no policy on this.

The Supreme Court of Atlasia just set a precedent for this, and we need to make it a statute. This law is essentially federalism, and thats it.
