I should have posted a little comment:

Mengele, at his level, with his professional skills, was worse than Himmler.
Of course, Himmler was responsible for millions of dead people.

But I can't even imagine Mengele implementing directly on living people some monstrous experiments... When you've seen photos of him in front of his... "results", "samples", etc...

If Himmler isn't ousted in this round, of course, I'll vote for him next.

A real monster and his crimes and horrors are almost unimaginable by their cruelty and so on, though Himmler was one too and should come out next.

Your choices are good, but I want to be a bit contrarian here, so:

Hinrich Lohse

(even if he wasn't another Erich Koch, he was also a bloody guy and another of those stupid Gauleiters who were hugely powerful, often for their own interests)

Otto Ohlendorf

(maybe the best example, with Best precisely, of those educated and clever guys who became Nazis with their minds very clear... and who were, thus, SO guilty)
(you should hear Ohlendorf at Nuremberg: he was "brilliant" and very... useful as he gave a lot of information; he was a deep nazi, a deep racist, with frightening efficiency and cleverness)

well, we need some suspense ;) and I really want to see Fegelein ousted before Fiehler, though I acknowledge the latter was also evil
but Fegelein was an hypocrite, without any courage and a very dangerous man, able to kill anyone to guarantee his own success
Amann was just another brute who made money through dictature... so, not a bad choice either !
