That's just the thing. Yougo could easily be someone who just likes to mess with people. I'm not saying he's a sock of another poster (I think I remember someone saying he had a valid IP), but, he could simply be an act.

From a legal standpoint, if a poster posts that his age is 10, and he acts like he is 10, he should be banned, in my opinion.

U.S. law - COPPA, which Barnes and Libertas sited.  I wouldn't really care if it was just a forum policy, but it's an actual legal issue.
