South Dakota, particularly Rapid City. The chinook winds there doesn't make it overly cold.

SD somewhere in the Black Hills outside the kitsch tourist zone running from Rapid City to Mt Rushmore.

South Dakota, but it'd have to be Sioux Falls.

North Dakota only for the job market in Fargo.

Metro Fargo is actually about the same size as Metro Sioux Falls, it's just that a chunk of the Fargo metro is in Minnesota.

Another gazing-into-the-toilet-bowl question.  I guess whichever one is a closer drive to an international airport.  What's the nearest one there?  Chicago?  Minnyapolis?

Im pretty sure Fargo is an international airport, of course that probably means it takes you as far as Canada.

Fargo has an international airport but no scheduled international flights. The closest real international airport is Winnipeg.

The oil boom is actually on the other side of the state, by Montana and Canada.

Scheduled one stop service from Fargo to Astana, Kazakhstan.  One customer complained they were packed in like cattle on the Korean Airlines Flight. (http://www.fargoairport.com/news/FJC_100411.html)

I don't have much of a preference, but probably in South Dakota, most likely in the Black Hills.
