North Korea agrees to nuclear moratorium, IAEA inspections

North Korea agreed on Wednesday to stop nuclear tests, uranium enrichment and long-range missile launches, and to allow nuclear inspectors to visit its Yongbyon nuclear complex to verify the moratorium has been enforced.

The breakthrough, announced simultaneously by the U.S. State Department and North Korea's official news agency, paves the way for a resumption of six-party disarmament negotiations with Pyongyang and follows talks between U.S. and North Korean diplomats in Beijing last week.

It also appears to mark a significant policy shift by North Korea's reclusive leadership following the death in December of veteran leader Kim Jong-il - although analysts cautioned that Pyongyang has backtracked repeatedly on past deals.

"The DPRK, upon request by the U.S. and with a view to maintaining positive atmosphere for the DPRK-U.S. high-level talks, agreed to a moratorium on nuclear tests, long-range missile launches, and uranium enrichment activity at Yongbyon and allow the IAEA to monitor the moratorium on uranium enrichment while productive dialogues continue," North Korea's official KCNA news agency said.

North Korea is known formally as the Democratic People's Republic of Korea (DPRK).

The State Department said that in return the United States was ready to go ahead with a proposed 240,000 metric-ton food aid package requested by North Korea and that more aid could be agreed to based on continued need.

"Today's announcement represents a modest first step in the right direction," Secretary of State Hillary Clinton told a Congressional panel on Wednesday, noting that Washington continued to have profound concerns over a range of North Korean activities.

The International Atomic Energy Agency (IAEA), which withdrew its inspectors from North Korea in 2009, said it was ready to return, calling the moratorium deal "an important step forward."

South Korea and Japan both welcomed the announcement, with the Foreign Ministry in Seoul saying it could form the basis for a broader agreement on North Korea's nuclear program.

"It is our assessment that the basis has been set for moving forward on our efforts to resolve the North Korean nuclear issue in a comprehensive and fundamental manner," Foreign Ministry spokesman Cho Buyung-jae said in a statement.

Oh noes, we're going to invade N.Korea now!

(because, as the argument goes, if they are bad and don't have nukes we invade....it's been the only thing that's kept the N.Koreans safe all these many decades)

Well, I don't quite know if our military leaders are ballsy enough to invade a Chinese ally on the Chinese border.

But yes, without nukes the likelihood of military action against North Korea goes from 0% to possible.

Though who honestly thinks they'll give up their nukes? Anybody?

But dude, that's the only thing holding us back from attacking N.Korea.  Or at least that's what I keep hearing from some people.  It's the only thing holding us back from attacking Iran right now....errr, I mean it WILL be the only thing holding us back when they get one.  The thing holding us back now is....huh.....

There are many factors that go into decisions, y'know? Nuclear bombs are definitely a powerful factor.

We've never invaded a country with nuclear bombs, so it seems like a pretty strong deterrent.

C'mon with the strawman stuff.

Once the immediate famine is over I fully expect the IAEA will be kicked out.  Still, a temporary halt to nuclear enrichment is a good thing.

Typical of the smear campaign were the case of "targeting DPRK flags" at units of the three services of the puppet army, slogans or placards hurting the dignity of the supreme leadership of the DPRK pasted at puppet army barracks and posts and military facilities and the case of "firing at the supreme leaders" of the DPRK that were perpetrated in firing ranges and drill grounds.
The worst treason was committed against the nation grieving over the greatest loss.
The gravity of the situation lies in that Lee Myung Bak masterminded the ideas and puppet Defense Minister Kim Kwan Jin, chairman of the puppet Joint Chiefs of Staff Jong Sung Jo spearheaded them as "state tasks".
This hideous act of treachery aimed at escalating confrontation with the DPRK has drawn serious attention of the army and people of the DPRK, given that the dark clouds of a nuclear war is hanging heavily over the Korean Peninsula due to the Key Resolve and Foal Eagle joint military drills.
Upon hearing the above-said news, the officers and men of the three services of the strong revolutionary armed forces of the DPRK are anxiously waiting for an order, shouting "Destroy Myung Bak" and "Let's strike military warmongers".
Even south Korean public denounces the incidents as "reckless actions making people dreadful," "deliberate plots to incite confrontation with fellow countrymen" and "behavior of the insane to invite another war".
The Supreme Command of the Korean People's Army, reflecting mounting anger and revengeful thought of all the service personnel and people of the DPRK and south Korean people of different social standings, solemnly declares once again that it will indiscriminately stage its own-style sacred war to wipe out the group of traitors.
The Lee Myung Bak group is the sworn enemy with whom Koreans can never live under the same sky and the warmongers of the south Korean army are gang of traitors to be wiped out with arms.
The DPRK will continue its sacred war with main emphasis on physical attack till all acts of hurting the dignity of the supreme leadership of the DPRK are brought to a definite end and Lee Myung Bak and military warmongers and other culprits are punished in the name of the nation and they make an apology before the nation for their high treason.
The army and people of the DPRK regard the dignity of the supreme leadership as dignity and honor common to the nation which is more valuable than their own lives. If anyone slightly insults and defames it, they will mercilessly wipe him out.
The history of the inter-Korean relations was complicated but there has never been such a period when extreme confrontation persisted and the nation has been threatened with such danger of a war as now due to the Lee group.
The group's evermore undisguised moves to escalate the confrontation remind one of a mad dog getting more ferocious before meeting its end.
The arms in the hands of all service personnel and people of the DPRK fully determined to take revenge upon the enemy will make a clean sweep of the group of traitors to the last man so that it can no longer hurt the dignity of the supreme leadership of the DPRK and defame its dignified system.
The world will see what a miserable end those wicked provocateurs will meet due to the merciless sacred war to be waged by all the service personnel and people to devotedly safeguard their leader and social system.
Those who hurt the dignity of the supreme leadership of the DPRK even a bit will find no breathing spell in this land and sky.
