He's saying that since TX has an open primary so Dems and Inds can vote, and since Romney turnout, never as devoted as the other candidates', is likely to fall due to him being the all-but-official nominee, Paul could pull off an upset. Simply due to the voter eligibility. Not just presidential primary that day, there are also primaries for all other federal and state offices. I highly doubt a significant number of Democrats will skip races that matter in their own party to vote in a race that is over.
