There Tories would have eventually regained the WH, but they, the Whigs or Bull Mooses would be a factor well into even today's politics.

I'm not sure about Hughes being a moderate, though very little is said about his political positions prior to the new deal. I also think Nixon is more of a progressive while Ike is a semi-conservative. Then again, it's not the best source for finding out people's political ideologies.
Also, from Wikipedia it mentions his strengthening & centralizing the NY State Government.
