Anchorage has only one UCC in its county equivalent, Anchorage Muncipality, and the Anchorage UCC lies solely within Anchorage municipality, but not all residents of Anchorage Municipality are in the UCC. This is largely because the joint Air Force/Army base in the municipality cuts the city's UCC off from the northern part of the municipality. The northern part of the municipality includes the suburb of Eagle River. Similarly, the municipality is large enough to include the relatively smaller ski community of Girdwood in the south, which isn't part of the UCC because it is separated by miles of state park/national forest from the Anchorage Bowl. (In fact, Girdwood doesn't even get police services from the Anchorage police department). In your second example, Lancaster County has areas in 2 UCCs - the Lancaster UCC near Lancaster City, and the Philadelphia UCC. 397,000 people live in the Lancaster UCC. An additional 5,000 people live in the Philadelphia UCC. So 402,000 of the county's 519,000 residents live in a UCC, or 77% of the total population. Parts of rural Amish Country probably separate the Lancaster UCC from the Philadelphia UCC in the county. A problem with using counties is that you can end up splitting up a multi-county metropolitan area. For example in the Philadelphia area, you could have districts shooting outward from Chester, Montgomery, and Bucks, and perhaps having the Philadelphia area dominating 8 or 9 districts, rather than the (almost) 6 districts warranted by its population. An Urban County Cluster is a group of counties that should be kept together in a district (or multiple districts). The lists and maps above are a proof of concept that an objective criteria could be applied on a national basis and produce reasonable results. The Census Bureau produces files of urban areas by county, so it is computationally straightforward with a spreadsheet to produce the lists above. You could put 6 districts in the Philadelphia UCC. Put Lancaster and Lebanon together. Base a district in Harrisburg. Go west from York. One district in the Lehigh Valley. One district based on Scranton-Wilkes-Barre area. Three districts in southwestern Pennsylvania. Divide the remainder of the state into 4 districts that would draw themselves. Urban and Rural (https://www.census.gov/programs-surveys/geography/guidance/geo-areas/urban-rural.html) "released" is in quotes because I am not sure how complete the release is. In particular it appears that the only way to get county populations is from data at the census block level which has been coded with the 2020 urban area. Census blocks are also coded with their county (the county ID is also part of the census block ID since nesting is: state - county - census tract - block group - block Relationship files scheduled to be released in "late February 2023" may provide that data. There is a USA map of urban areas. 2020 Census Urban Areas Wall Map (PDF) (https://www2.census.gov/geo/maps/DC2020/UA20/UA_2020_WallMap.pdf) I have not compared 2020 to 2010, other than to note that the 2020 definition permits discontinuous urban areas, so while blobs may follow highways, they don't have to have connecting blocks, so the areas may be less spidery (hard to tell from a USA map). 2020 areas are based on housing density rather than population density. This appears to have resulted in recognition of seasonal areas in Colorado, and maybe in northern LP of Michigan and maybe in the Adirondacks. The census block file has a field for each block with the urban areas, if any for the block, as well as the population and the county. Thus we can calculate the population of each urban area-county intersection, or (rural)-county intersection. This is straightforward but tedious. In 2010, urban areas with a population of 50,000 were classified as "urbanized areas", those with less than 50,000 population were classified as "urban clusters". For 2020 this distinction has been eliminated. But for the purposes of delineating UCC we can use the 50,000 population threshold. The OMB/Census Bureau continues to use the 50,000 threshold when distinguishing between Metropolitan Statistical Areas and Micropolitan Statistical Areas. Counties are included in the UCC for their Metropolitan Statistical Area if: (a) the population in urbanized areas (urban areas > 50,000 is greater than 25,000; (b) 40% or more of the population is in urbanized areas (urban areas > 50,000) This distinguishes counties that are dominated by dense urban settlement from those that are included in metropolitan areas based on commuting. Economically, these more remote counties may be tied to the urban core, but they look more like the small town and rural areas. The OMB has just release its new Core Based Statistical Area (CBSA) delineations based on the 2020 Census, and particular the new urban area delineations. I am in the process of producing a map of the Metropolitan Statistical Areas (the OMB released a PDF file, which I am parsing). Once I do that I may try to delineate UCC's for a single state (likely Texas). Eagle Pass is now a metropolitan statistical area, and thus will form a UCC (undoubtedly Maverick County). |
