Military Organization Act of 2015
The nation of South America, affirming its faith in democracy, liberty, and the rule of law, recognizes that, to safeguard the freedom of her people, an organized military must be created to defend peace and security on the continent. The primary purpose of this military will be to guarantee the territorial integrity, political independence, and security of the nation. To those ends, we create this legislation to resist armed attack and promote the stability, well-being, and peace of the nation and the world:

Article 1
A Council of the chiefs of the militaries of each national authority represented in South America shall be established, presided over by the Foreign Minister. Parliament shall have the power to declare war, but other polices related to the military shall be determined by the Council, subject to the affirmative votes of two-thirds of its membership. The Council shall have the authority to set up subsidiary bodies as necessary. The Council shall convene whenever a meeting is requested by one-third of its membership, or when any one member determines that the territorial integrity, political independence or security of any of the parties is threatened.

Article 2
When confronted with a situation in which conflict occurs between this nation and a foreign foe, or any other collective threat, the commander of all forces under the banner of South America will be designated by the Foreign Minister; but when combating an internal foe, authority shall rest with the constituent nation.

Article 3
It is the obligation of all constituent nations of South America that an armed attack against any of them shall be considered an attack against them all, and should an attack occur, each of them will assist the nation attacked by taking such individual and collective actions as are necessary to restore and maintain continental security, including the use of military force.
3.1 These such provisions, except in the instance of military conflict between South America and their governing authority, will apply in full to attacks conducted against the French territories in Guiana.

Article 4
The militaries of the constituent nations of South America shall have no power to enter into any contract which might oblige them to use military force against the other militaries of South America.

The Parliament of South America has little authority over the national militaries of each South American nation - by and large, the national governments continue to control their own military forces. This legislation would lay the groundwork for integration without trampling on the individual jurisdiction of the national militaries, by binding us together with a governing body and a mutual defense pact.

The Workers Party condemns this piece of militarist legislation. We oppose all attempts at the construction of a continent-wide army that will inevitably be used by the Con-Lib government or its labor lieutenants, the Socialist Party, to break strikes or engage in imperialist conflicts abroad. Down with the Con-Lib government!

This is the first step towards a military coup, something that our fair continent has had more than enough trouble with over the centuries. Article 1 in particular is just asking for trouble.

I'd raise to the House that this bill follows the precedent set by NATO, indeed this government looks at how NATO has provided stability, security and protection for Europe since it's creation in 1947. This bill has the safeguards in place so the idea that it will lead to a 'coup' is simply incorrect-not only is a 2/3rds vote needed for any chance but there's overview by the Foreign Secretary. The safeguards are in place

Few substantiative objections have been raised to this piece of legislation. It is generally accepted that we need some kind of organizational structure for this continent’s militaries. While we cannot proceed with full integration at this time, there seems to be little problem with a multinational council and a mutual defense pact. Mr. Sibboleth’s objections concern the likelihood of a military coup, but he fails to explain why a military coup is more likely after the passage of this piece of legislation, particularly when considering that there are no treaty restraints placed on national militaries in the status quo. This legislation binds together the continent’s militaries, in the ultimate interest of security and stability. I urge its passage.

I always enjoy a sense of humor in the House!  I do appreciate Honorable Members allowing me to co-opt some parlance from other parliaments for my own enjoyment.

Whatever the increasingly shrill protestations of the Leader of the Opposition one would imagine that escape characters are automatically removed when legislation enters statue - it's not as if the articles of the Constitution Act are punctuated with [/ls].

I am dearly sorry, Mr. Cranberry, to have hindered your understanding of the bill. However, if the most substantial criticism the opposition is capable of bringing up is a computer-generated formatting error (not even a spelling or grammar issue!), I'm not certain our side is more embarrassing.

As for the bill, aye.

It is not the error but far more the lack of thorough oversight over the bill that is alarming to me, and should be to any observer. This is not criticism on the error itself, but rather the apparent lack of attention of a number of government MPs when it comes to checking a bill. Imagine the error would be quite more significant than this computer-generated formatting error!

OOC: I guess "embarrassment" was the wrong word for that, it's a direct translation from what I wanted to say in German (and which makes more sense there); so I'll just blame the language barrier for an apparent miscommunication.
