The Regional Government shall subsidise young and low-income students university tuition fees up to $2,000 per year. a. Young students shall be defined as people under the age of 25 who have not been outside of education for three years. b. Low-income students shall be defined as people who are living in a household earning less than 65% of the average Atlasian wage. 2. The Regional Government shall make $15 billion available for this. Section 2: Non-Exam Based Subjects 1. Students shall be allowed to choose subjects at high school that do not include final exams. 2. Students that do not wish to choose a subject that doesn't include a final exam, must choose coursework based subjects or controlled-assessment based subjects. a. Coursework based subjects shall be defined as school work that completed over an extended period that is graded as part of the final qualification. b. Controlled assessment shall be defined as an exam that takes place in classrooms that are taken over an extended period. 3. Schools shall determine what subjects shall be available for students. 4. I was initially going to propose this as a national bill, but given that Congress looks likely to pass a bill giving full control of education to the regions - I thought I'd propose it here instead. The funding implies that there will be roughly 7.5 million students per year going to university under this scheme, given that I initially proposed this for a federal bill - it would probably mean that there are 2.5 million Lincolnites going to university under this scheme annually. This would reduce the funding level to $5 billion. Given that we've just passed a huge budget surplus, I reckon that we could massively increase the subsidy and/or make it available to everyone going to university. Since proposing this bill, I've noticed that some of the region's top universities charge over $50,000 per year to enrol - making me feel that there should, at least, be additional funding to assist people and some sort of sliding scale to give people from households below 100% over the average wage, but above 65%, to receive funding. I'd like to hear some thoughts of Assembly members before I propose amendments. Section 2 simply allows for students to chose subjects that don't have a final exam at the end of the course. Coursework subjects would potentially include things like Business Studies, where material from lessons may go forward to be marked as part of the qualification, or Technology, where a project may be completed over a number of months. Work may be completed in and outside the classroom. The work is marked by the subject teacher, before random people's marks are moderated by the exam board. Controlled assessments are effectively exams, but are completed in exam conditions in classrooms are are usually completed over a number of sessions - this may include English, for long essays. I feel that these may be more appropriate for people who generally do worse on exams, as it would give them a different route to complete their qualifications. Additionally, it may give a more appropriate method of examining people in certain subjects as well.
