Neither country exactly has a history of liberalism. This is basically a religion map.

Hmmm.. my country has the most free press in Southern Europe. Not bad. :D

True, but Ukraine does get a downgrade in part because of what's happening in the Russian-occupied portions of the country.  At least they have the excuse of a war.  Poland doesn't have even that.
