Statement on Southern gubernatorial election

I have just posted in the Candidate Declaration thread that I am running for governor of the South in this weekend's special election. Besides me, there is only one other candidate running, and I believe that voters should always have a choice when it comes to a democratically elected office. I recognize that tmthforu has much support already, and I'm confident that he will be a fine governor, but I'm putting my name on the ballot to make sure that the South can make a real decision.

Two things:

1. I have been EXTREMELY impressed by the pool of candidates I have for the Supreme Court vacancy. I am in discussions with multiple individuals and am in the process of narrowing down the decision within the next few days. I hope that the nominee can be confirmed quickly so that the region has proper representation on the court.

2. Regular Southern Elections are scheduled for this weekend. At this point, to my count, we have the following declared candidates:

Executive Order #1

Since taking office yesterday, I have learned that the Governor's office has been flooded with complaints regarding the raccoon infestation that has been plaguing the region for months. Unfortunately former Governor Fairboi did not address this issue.

Recently, we have received reports of raccoons attempting to overtake regional hospitals and several community colleges. Southern raccoons operate 24/7, they are not nocturnal. Several confirmed rabies cases have been reported and they have recently been hunting our children for sport in local parks. We do not support violence against raccoons - our goal is peaceful cohabitation and we will work with raccoon leaders to achieve this.

At this point, no casualties have been reported, but the key is to raise awareness.

Reminder for those who didn't know: disgraced former Governor Fairboi disappeared without explanation back on June 24th. He has not posted since, though said on FB that he was "burnt out." I will not be burnt out on the good people of this region.

What happens if you elect Tmth as Governor?
- I will make a strong appointment to the Supreme Court
- I will work with delegates to ensure our constitution and election laws are clear and understood
- I will solve the raccoon problem facing our region once and for all.
- I will proactively work with ALL Southerners to promote activity throughout the region.
- Even though many have approached me to do so and have been very persuasive, saying "Tmth, you gotta run, you'd do so much good!!!", I will stay COMMITTED to the South and will not run for President in October.

Fairboi: good guy, terrible governor. The South deserves better. It is time to turn a new page: elect Tmth!

Statement regarding vacant Supreme Court seat
There has been discussion regarding how to handle the Supreme Court seat that I vacated after winning the special election. In talking with Acting Governor The Saint, we feel that it is important to have someone nominated and confirmed as soon as possible. to ensure our region is properly represented on the court. This is especially important as justices may be forced to recuse themselves from a current Supreme Court case.

I spent the last week interviewing MANY qualified candidates - the decision came down to SJoyce, PiT and Texasgurl. All three would make phenomenal justices and should be considered down the road. As the governor-elect, I have provided my recommendation to Acting Governor The Saint and he will formally be nominating this individual later today.

My fellow Southerners,

After collaborating with Governor-elect Tmthforu94, we have recognized the urgency to nominate a new Associate Justice from the South.  The governor-elect, after considering a number of nominees, has settled on none other than PiT (The Physicist).  PiT, as you well know, has had an honorable career serving the South and Atlasia to the best of his ability, most recently serving as our nation's Vice President.  In the eyes of myself and a number of other Atlasian politicians, he would be the perfect addition to the court, and I am proud to have the chance to nominate him.

So, without further ado, I, Acting Southern Governor TheSaint250, am nominating PiT (The Physicist) to be the new Associate Justice from the South.

Congratulations to PiT, and I look forward to seeing him on the court.

The Governor-elects' office has announced that he will not be retaining Mr. Chris Carr and Mr. Ken Detzner to their cabinet positions. Instead, he will be issuing an executive order tomorrow that appoints Peebs to Secretary of State and Mr. Reactionary to Attorney General. He also plans to appoint former Governor Fairbol as the Czar of Bad Decision-making.

Good afternoon,

It has been reported (https://uselectionatlas.org/FORUM/index.php?topic=279307.msg6363787#msg6363787) that schools in Mississippi and across the South are attempting to rewrite their curriculum at the last-second to omit teachings of the Civil War in the classroom. I respect and sympathize for the frustration that many in our region have in regards to race relations across our country, and I can assure that the Southern government is committed to working for ALL citizens.

With that being said, removing Civil War from our historical curriculum is the wrong step to take. Marcus Garvey once said that, "a people without the knowledge of their past history, origin and culture is like a tree without roots." The Civil War is an important aspect of our Southern history - even if we attempt to erase it from our historical curriculum, it will always be part of our history and something that we must learn from as we move forward as a society.

In response to this, the executive branch is currently working quickly to draft legislation that will require the Civil War to be taught in all public schools as part of our Southern Regional History curriculum, as well as be included in all history standardized testing. We will work very diligently with the legislature to get this passed and enacted as soon as possible. Our office just learned of this today, reports from the liberal media that we have been unavailable to comment is fake news and I can assure you that we will act quickly on this issue.

I have introduced legislation to include Civil War history in the Southern curriculum. I have also introduced a bill addressing the regional name change, taking suggestions made by the Southern Constitutional Taskforce. I urge the Speaker/Deputy Speaker to take up both bills immediately as they are pressing issues in the region.

I ask the Speaker to move this to the front of the queue and introduce immediately:

1. Pursuant with current timeframes for teaching regional and national history, all public schools shall be required to include an objective historical curriculum on the American Civil War.
2. Historical information from the American Civil War shall be included in all standardized testing for regional and national history.
3. This legislation shall take effect immediately upon signature from the governor and standards will be applicable for the 2018-19 academic year.

Pursuant to recommendations by the Southern Constitutional Taskforce:

1. Within 10 days from the passage of this bill, the Southern Secretary of State shall be responsible for opening a poll in the voting booth with the following questions.
   - Question 1: Should The Southern Region adopt a new permanent name?

Good Afternoon – our administration has been working very hard since taking office several weeks ago to resolve the raccoon crisis facing our country. Governor Fairboi was a weak leader on this issue and nearly gave in to the raccoon demands. However, we have shown strong, tough leadership the last few weeks in meetings with raccoon leaders. We made it clear that their antics will not be tolerated, and after a recent summit this past weekend in Georgia, they have agreed to back off and return to peaceful cohabitation. Despite earlier rumors spread by the liberal media, we will not be ceding the state of Kentucky to them.

Our parks and hospitals are safer and our region is stronger. Our administration will continue to tackle issues facing our region head-on and find solutions to help make the South greater than ever before. Governor TM is on YOUR side.

Congress is debating a bill that would have a devastating impact on our region, especially for the next Harvey/Irma storm that hits. But don't worry, Governor TM is lobbying hard for Congress to reject this bill and he encourages constituents to contact their representatives! My statement below:

As governor of the region that would be most impacted by this bill, I have to make a couple points:
1. Private flood is not offered everywhere and to everyone, so without NFIP, many people will have to go without flood coverage.
2. As written, this bill also extends to businesses. Areas are devastated after storms, this would only further the devastation as many companies will be unable to rebuild - jobs will be lost and instead of rebuilding, people will be forced to relocate.
3. Just so everyone is clear, NFIP limits for dwellings are only $250K for property and $100k for contents. A house that is $2 million will not get $2 million in payments, they'd get the same as someone who has a house that is worth $250k.

I understand the intent of this bill, but it does not meet the impact it would provide. IRL this bill would receive massive opposition from pro-business groups as this would primarily affect businesses, not multi-millionaires as it is being presented. I also don't like setting a hard cap like this, if anything explore a graduated scale and don't let it apply to businesses. Under this law, someone whose house is $1 million will be eligible for the full $250k + 100k contents amount, but someone whose house is $1.1 million won't get squat.

Please let me know if you have questions - I have real experience working in the flood industry. If you all ignore me and this passes, I will be strongly urging NC Yankee to veto this well-intentioned but short-sighted bill. This might look good on paper but I cannot emphasize enough how bad this would be if it were actually enacted.

BK, I did try to contact you. I asked fhtagn to message you on FB because you had said you would be fully active again on the 15th but weren't. I didn't bother to PM you since you hadn't been online since the 4th and didn't know there was even an option to have PMs sent to your email. I didn't know of any other way to get ahold of you.

I agree with you that the Speaker/Deputy Speaker should send Delegates PMs to vote. In a perfect world it wouldn't be necessary, though, as Delegates should be checking the regional government sub-forum daily to participate in debate. I'm sincerely glad you're back, it will be nice to have 7 active delegates, again. We've certainly needed your activity in the Chamber as it has lagged a bit!

My office has been swarmed with calls from citizens concerned about the Flood Insurance Reform Act. I will be traveling back from Nyman, where I have been the past two days, and will be having a townhall with constituents on Friday in Pearland, Texas, and on Sunday in Clearwater, Florida. The purpose of this townhall will be to help inform constituents on this bill and hear their opinions/concerns. Should the need arise, I will be back in Nyman next week to work with members of Congress on finding viable solutions.

Lines were out the door at our townhall in Pearland yesterday regarding the Flood Insurance Reform Act. We have another townhall tomorrow in Florida. The message was clear - The People want real reform to the flood insurance. Based on feedback, I introduced another amendment today that will greatly improve the NFIP. Business leaders are very happy with Governor TM for already successfully removing businesses from these restrictions. I will continue working hard for my constituents.

After careful consideration, I will be voting NAY on changing the name. I believe that "The South" already has a lot of history in this region and meaning behind the name. The North and the West don't have the history and pride we have - that is why they were quick to change.

Southerners take pride in our culture and the fact that we're from "The South." I believe that would be diminished if we changed our name, especially to Jefferson. While I would be fine with Dixie or the IDS, I also recognize there is opposition to both names and believe staying with "The South" can achieve the most consensus.  The South has worked well for us and will continue to do so.

Others talk, Governor TM leads! Our administration has been working very hard for the past 6 weeks to address the raccoon crisis that has been facing our region. While most politicians did not address the issue, we fought hard and showed strong leadership in working with raccoon leaders for them to back off. They now have their part of the region and we have ours. They have withdrawn from occupation of our schools, hospitals and public parks and are back into wildlife where they belong. In addition, we have greatly increased the number of southerners and doggos with the rabies vaccine to help protect from any future attacks. I attribute dog czar fhtagn for her work in promoting the rabies vaccine.

Our administration continues to monitor the issue, led by our Secretary of Southern Wildlife, Parks and Tourism Pericles. Now that our parks are safe again, we will continue to work hard to promote all of the beautiful places the South has to offer.

Governor's Initiative Credited for Drop in Raccoon Populations
A marked reduction in the number of wild raccoons living in densely-populated urban areas is attributed to a sustained effort by the Southern governor's office to address the so-called 'armageddon' of ring-tailed bandits across large swaths of the South. Concern for the potential threat to public health posed by the rise in raccoon populations had gained regional attention following a rabies outbreak in the Kansas City greater metropolitan area that led to the deaths of three people and several dozen dogs. The governor was praised both by conservation groups and animal control departments across the South for devising a humane response to the epidemic, though some citizens expressed disappointment that the governor did not sponsor the effort to create "Regional Kill a Raccoon Day." Mr. Matthew, I believe the best use of excess funds is to return money to The People since I trust THEM to be better stewards of their money than the government. We are also currently moving a bill through the Chamber that increases government funding of several departments, including health and education, to ensure they are properly funded. This also includes a large boost to infrastructure which will create many jobs!

Your data is based on US statistics and is not reflective of the hard work we have been doing for the past two years. As someone who actually lives in the Southern region, your insult that this region looks like a third world country is absolutely preposterous. You also show a lack of understanding of important issues facing the region if you can't comprehend the importance of the raccoon crisis!!

I have vetoed the Southern Democracy Act (special elections).

Reasons as stated before:
I personally don't support a referendum - I get the spirit behind special elections and I think it is a "flashy" idea, but when it comes down to it, it puts the minority party at a huge disadvantage, as they likely lose a seat if one of their people resigns. Special elections for an election where multiple candidates are elected doesn't promote fair representation. In addition, it slows down the work that the Chamber is able to do. I support some mechanism to encourage the Governor to replace Delegates with people of similar ideology. However, speaking from experience, I don't think that can be "mandated" as it can sometimes be very difficult to find replacements.

I would support some rendition of the Arizona plan if there is interest from the Chamber. I think it is best for the elected composition to remain unchanged, that won't happen with special elections.

My prayers are with Mr. Reactionary in the aftermath of Hurricane Matthew. I am so grateful for his years of service to this game - the South is better because of him.

Regarding his Senate seat that has been vacated, tomorrow I will appoint whoever wins this weekend's election to the seat so that the South can gain seniority advantage.

If a qualified candidate emerges, I will appoint them to be Southern Attorney General.I will also find someone to replace him on the ConCon, please PM me if interested.

Re-Elect Tmthforu94 for Governor!

The Southern elections will occur this weekend. Three months ago, I was elected on the promise to clean up the mess left by disgraced former Governor Fairboi and restore stability to the region. As you can see from the first post on this thread, I ran with three main promises:
1. Establish bi-partisan taskforce to review constitution - this has been done, first by the Regional Taskforce and now by the Constitutional Convention. After months of talking about changing the name, we finally held a formal process to change the name and are incorporating the new name in our ConCon edits.
2. Update the Wiki - this has been complete, I spent MANY hours updating the Wiki statue, going back to missing legislation from 2016. We have the most up-to-date Wiki in Atlasia.
3. Boost activity - Despite numerous resignations//recalls/promotions to higher office, we were able to quickly find replacement and keep the Chamber of Delegates stabilized and running smoothly.

To expand on the above, we were able to fix the disastrous Fairboi budget and include additional infrastructure funding which has brought thousands of new jobs to the region. My trip to China was very successful and several companies have announced they will be bringing jobs to the South - our unemployment continues to fall. While we still have work to do, we have led with strength and integrity on the raccoon crisis and were commended by the GM's office for our handling of the situation.

Moving forward, my goal is to work with the new legislature to get more legislation introduced that covers a wide variety of issues and will spark debate in the region. We will also get the ConCon wrapped up soon and put the new constitution in place, I would like to see that through. I am very proud of the work the Chamber has done this session and look forward to working with many of them next session, if elected!

They still have a chance to turn it around. TimTurner should stay, and at least Hillgoose has made an attempt to debate and I know he's been writing legislation. Spark continues to be a major disappointment, PragPop hasn't made a single post after swearing in and Fillinovich hasn't even been online in two weeks (concerned about that).

Because everyone votes like a partisan hack in the game now, the only person who lost (Wulfric) was leaps and bounds the most active of the candidates.

I asked PragmaticPopulist and Spark498 to resign so that active Southerners could replace them. PragmaticPopulist graciously did so. I think whatever is happening to Fillinovich may be RL issues, but once he misses four votes he'll be automatically removed.

I want to thank Senator Haslam2020 for his years of service to this region - he is a good friend and I am sure we have not seen the last of him. I also want to thank him for graciously stepping aside so that someone more active and capable could take the position. Haslam put what is best for the region above his own personal ambitions, something we haven't seen from other politicians lately.

Per the Southern Constitution, since the vacancy has occurred less than 8 weeks prior to the December elections, it is my duty as Governor to appoint a Southerner to fill out the remainder of Haslam's term for the Class II Senate seat. This individual will also require approval from the Chamber of Delegates.

With such an excellent and diverse pool of candidates in our region, I have no doubt that I will quickly find someone who is qualified and ready to represent our region's interests in Nyman. Please contact me if you are interested in the position or if you would like to share your thoughts.

Earlier this evening, I authorized our Secretary of State to include the recall of Senator Lechassuer on the ballot for the upcoming weekend's election. This is based on my interpretation of the federal and regional constitution, as well as the advice of our Attorney General. While the federal government makes no mention of recall procedure, our Southern Constitution vests in The People the authority to recall any elected official. Since regional senators are subject to our regional election laws, this recall is valid as it was signed by 7+ Southern citizens.

Senator Lechassuer is a good friend and I am very sad that he isn't around. I hope that everything is OK and he is able to return to the forum soon.

In response to Senator Lechassuer's resignation today: per the Southern Constitution, Article VI, Section 6, a special election is to occur since the vacancy occurred more than 8 weeks before the next scheduled election for the seat. I will be notifying the Secretary of State Peebs to conduct the election next weekend, November 30th - December 2nd. Candidates must file to run by the end of the day on Wednesday, November 28th.

I am very glad that Lechassuer was able to return to the game but am saddened that he resigned earlier today. I understand that he attempted to rescind this resignation and while I sympathize with him, I have to follow the law. I encourage Lechassuer to consider running in the special election, as well as any other interested southerners.

The point of the resolution is to encourage the negotiation of an Atlasian-Canadian Common Market Agreement. I just added in a joke clause for fun, and to see if anyone would notice and/or fall for it.

The resolution is a legitimate post in Fremont's legislation introduction thread. It demands a serious response.

I also see from Mr. ASV's "$400 billion" comment that he doesn't have a good understanding of fiscal responsibility and the massive budget crisis occurring in Fremont. Instead of trying to take land from other regions, maybe he should focus on the many issues currently facing his own region?

Let's recap how Fremontians (???) are being taxed:
City Level
County Level
State Level (for basic regional government services)
Regional Level (for the legislature's pet projects)
Federal Level (for federal government services, military, etc.)

As I've said many times (yet no one seems to care) Fremont is WAY overtaxed. The state governments allegedly provides all of these government services. A state in this game is similar to a county IRL. Imagine if California said: "We are going to keep taxing you at the same rate but will transfer all major government responsibilities for the county to handle and fund." There would be revolts!!!

I encourage Fremont business owners and hard working citizens to consider moving to The South, a region of economic prosperity with a tax system that promotes job growth and adequately funds basic government services.

I know what has been proposed for this year. The budget for 2018 is in effect now - this is where people are getting taxed as I described above. To my knowledge there was no solution/fix, hence why I have been calling this a budget crisis. The income rates on the rich are still absurd considering they're getting a similar tax rate at the regional and state level.

I don't know what would be so difficult about modeling the regional budget after Lincoln and the South's (as well as virtually every regional budget produced in the game for the past decade). Obviously you'd probably need GM help with determining the final numbers, but it can still be set up in advance and I'm sure help is soon on the way if Mr. Reactionary is confirmed. I'm more than willing to help out as well!

Ok? This  budget is still incredibly poorly thought out. You tax people excessively only to provide a tax credit and still end up with a surplus that is more than expenditures. The 2019 budget is on the right track, but still, I would easily argue that Lincoln and the South are both in far better budget shape and I'm surprised people aren't moving out of Fremont in exodus.

I wasn’t even in this game when the 2018FY budget was passed but AFAIK those tax rates were in place just after the reset, and statistically speaking Fremont wasn’t very active then so little or no spending programs were passed (I cannot even find a 2017FY budget thread). As for the tax credits in the 2018 budget, they were added to avoid an even more massive surplus at the last moment, and considering they were greater than actual revenue collected by income taxes in FY2018 and what has been done so far in FY2019 in terms of largely cutting taxes, I’d say the last two fiscal years have alleviated the tax burden. If people were leaving Fremont, they would have left by 2018FY.

I am introducing this bill as a measure to encourage Fremont residents struggling with unemployment/low wages to move to our prosperous region by assisting with moving expenses via a tax credit. I urge the Speaker to bring this bill (as well as other great legislation introduced by Mr. R) to the floor as soon as possible.

Go South Young Man Act
1. Effective for the 2019 fiscal year, any Fremont resident age 18+ who moves to the South, establishes residency for a minimum of six months and is employed full or part-time shall be eligible for a $1000 tax credit as assistance for moving expenses.

Good Morning - last night was not a great night for the conservative movement in Atlasia, but I want to sincerely thank the voters of the South for re-electing me to another term as your Governor. We have accomplished so much in the past three months, I look forward to continuing the great work for another term.

This upcoming term will be my planned final elected position in Atlasia. I have thoroughly enjoyed playing this game, but I realize that this January will mark my 10 year anniversary in the game, and I think the game is close to running its course for me. 10 years is long enough and while there have been bumps along the way, I'm proud of the contributions I've made to this game and hope that I have made a positive impact.

I stated this on Discord shortly after posting those numbers, I'll do so again on here: I am obviously aware of the fact that I can't just make up unemployment numbers. My intention in doing this was to raise awareness to the lack of emphasis on regional issues right now by the federal government. I think I was successful in that, and I'm sure that having a new GM on Sunday will be helpful. The President is more focused on my false numbers than the fact there haven't been any legitimate numbers for months.

We have not received actual unemployment numbers since July, despite multiple requests. Regional numbers requests have been ignored/disregarded as it seems the only focus by the GM's office has been on the China war, which probably a majority of Atlasians don't even know about and has had little effect on legislation passed. I actually think our economy would be much worse that indicated if we were at war with our #1 trade partner, so these numbers definitely aren't accurate. The only numbers we have had in the South were numbers that Thumb21 calculated, then the GM approved (my endorsement for Deputy GM, btw).

GM office, do you have a timeframe of when the South will get a report on the Southern Tax Relief Act?

Lots of reports that Southern unemployment rate has dropped dramatically during TM's tenure due tax cuts, infrastructure bills and Governor TM's positive trip to Asia which resulted in a lot of job creation. Can your office confirm??

Can the regions get something to work with? Haven't received unemployment numbers since July. I can start making up crises again for the South to handle, it just seems to be taken more seriously when coming from the GM's office.

I echo Tmth's request for more unemployment numbers/stats, preferably on a monthly basis.

We do not have a SoIA which would certainly help with GM issues - President WB had a qualified SoIA but fired her for partisan reasons, now the post sits empty. SoIA Fhtagn was a HUGE help to the region with hurricane relief, I think having this post filled would be a positive thing for Atlasia.

I thank Mr. DFW for his long service to the game. I am disappointed he wasn't able to finish out his term but understand that RL always comes before this game.

There is a Labor opening in the Chamber, I have had difficulties finding Laborites interested in holding office, so if you or someone you know is interested in this seat, please let me know. We've had a lot of turnover this session which is a large reason why I decided to seek reelection: to ensure stability in the Southern government. I am in talks with several people encouraging them to run in January and hope we can get some new, active voices that can serve a couple terms and make a positive contribution to the region and game.

I have declared for reelection, it remains to be seen if I have an opponent, but even if there is no one on the ballot, I'm sure there may be a write-in effort, there are some throughout the game who oppose me and will want to see me fail. But I feel good about our chances, like I said above, I think The People know that I will work very hard for them. I hope we get a lot of great, qualified candidates for the Chamber and have a competitive race there.

Well I won't go through the list, but I think I have been very critical of President WB and rightfully so. He's a good guy, but I have been consistently critical of inactive politicians for a long time, regardless of politician views, like Spark and Fairboi. I think he's been a weak president and while maybe he's having a lot of private discussions, we have had a slow legislative cycle and haven't seen much public action from the executive branch. I think the President is partially to blame for a slow legislature, we need strong leadership at the federal level. I raised issue on the lack of regional discussion and was attacked by president and media, I don't mind ruffling feathers and some don't like that.

Fremont is currently debating legislation that would give a tax break to citizens who move from The South to Fremont. Per FM YE:

This is in response to the South's bills which originates from weeks of higher than I'd like tensions due to attacks from them in regards to how the budget has been handled and escalated after an ASV joke.

I pointed out concerns with Fremont's budget process for months and was almost completely ignored. When I finally got a response from the FM, it was weak and lacked real facts. My statements regarding Fremont's budget is not an "attack" as Sensitive YE puts it - Fremont's budget still doesn't cover basic necessities, instead primarily covering its pet projects. They blame this on the lack of a GM office, yet they've put in no work from what I've seen to actually fix this. We now have a competent GM office as well as all of the information on state budgets currently out on the web. I know this for a fact because I am working now on reforming The South's budget.

Our bill was not an act of aggression towards Fremont, rather, it was offering a helping hand to the citizens of Fremont who have a regional government that has a tumultuous history and is not business friendly. I am very concerned for the citizens of Fremont. When the Fremont legislature finally seemed to realize this was an important issue, FM YE decided to punt it until 2020 (a long time in Atlasia!!).

I will happily support rescinding our bill once Fremont's government starts performing the basic functions it is intended to do. I am not concerned about the ramifications of the "Carry On My Wayward Son Act" because it will result in few, if any, Southern citizens moving to Fremont. The South will continue to strive to be the most business friendly region in Atlasia.

Executive Order

In response to the ski accident in Wyoming earlier this month, Governor Tmthforu94 has established a regional taskforce to review current regional regulations regarding keeping commercial properties up to code. This report is due on the Governor desk on April 1st with proposed recommendations.

Point of clarification from my statement on January 10th:

When stating "competent GM office," I meant this as no disrespect to former GM Truman. Truman is a great Atlasian who has made many positive contributions to the game, including his tenure as GM. My intent in that word choice was because of the lack of a Deputy GM to produce numbers that regions have desperately been needing for months. There needs to be an important dialogue between the GM's office and the regions, which I believe is starting to happen again with the current GM team. I apologize for my word choice early this week.

Just signed our 30th bill of this legislative session. Much more than other regions or the federal government. Major feat considering we have had such high turnover - props to all of our current and former Delegates from this session, especially Mr. Reactionary who wrote most of these bills. :D

Executive Branch Policy on Sexual Harassment

WHEREAS, sexual harassment and retaliation for sexual harassment claims are unacceptable forms of discrimination that must not be tolerated in the workplace; and

WHEREAS, state and federal employment discrimination laws prohibit sexual harassment and retaliation in the workplace; and

WHEREAS, officers and employees of The South are entitled to working conditions that are free from sexual harassment, discrimination, and retaliation; and

WHEREAS, the Governor and all officers and employees of The South should seek to foster a culture that does not tolerate sexual harassment, retaliation, and unlawful discrimination.


BE IT RESOLVED, pursuant to the authority vested in me as Governor of The South, I hereby order as follows:

1. All Executive Branch department and agency heads shall have available, and shall regularly review and update at least every three years or more frequently as necessary, their sexual harassment, discrimination, and retaliation policies. Such policies shall include components for confidentiality and anonymous reporting, applicability to intern positions, and training policies.

2. All Executive Branch department and agency heads shall ensure that their employees, interns, and contractors have been notified of the state's policy
against sexual harassment, discrimination, and retaliation, and shall further ensure that such persons are aware of the procedures for submitting a complaint of sexual harassment, discrimination, or retaliation, including an anonymous complaint.

3. Executive Branch departments and agencies shall annually require training seminars regarding the policy against sexual harassment, discrimination, or retaliation. All employees shall complete their initial training session pursuant to this order by the end of the current fiscal year.

4. Within ninety (90) days of this order, all Executive Branch employees, interns, and contractors under the jurisdiction of the Office of the Governor shall be provided a written copy of the policy against sexual harassment, discrimination, and retaliation, and they shall execute a document agreeing and acknowledging that they are aware of and will comply with the policy against sexual harassment, discrimination, and retaliation.

5. Matters involving any elected official, department or agency head, or any appointee of the Governor may be investigated by independent legal counsel.

6. The Office of the Governor will require annual mandatory training seminars for all staff, employees, and interns in the office regarding the policy against sexual harassment, discrimination, and retaliation, and shall maintain a record of attendance.

7. Allegations of sexual harassment, discrimination, or retaliation within the Office of the Governor will be investigated promptly, and violations of law or policy shall constitute grounds for disciplinary action, including dismissal.

8. This Order is intended to supplement existing laws and regulations concerning sexual harassment and discrimination, and shall not be interpreted to in any way diminish such laws and regulations. The Order provides conduct requirements for covered persons, and is not intended to create any new right or benefit enforceable against The South.

9. Persons seeking to report violations of this Order, or guidance regarding the application or interpretation of this Order, may contact the Office of the Governor regarding such matters.

Creating the Social Services Policy Council

WHEREAS, the economic well-being of the great Southern Region and the growth of liberty and economic opportunities for all citizens of The South are major priorities of this Administration; and

WHEREAS, between the 2016 reset and present, numerous and various efforts have been made to support Southern families, especially those who are at or below the poverty level, including those most in need of social services; and

WHEREAS, it is in the best interest of the The South that the Governor receive high quality advice on an ongoing basis regarding regional and national conditions, programs, initiatives and concepts relating to improving the social service policies and decreasing the poverty rate in The South; and

WHEREAS, the establishment of a Governor's Social Services Policy Council will provide an effective and efficient mechanism for the Governor to obtain advice on a broad range of matters to improve the social service policies and continue the decrease in poverty levels in The South;


BE IT RESOLVED, pursuant to the authority vested in me as Governor of The South, I hereby establish the Governor's Social Services Policy Council. The Council shall report directly to the Governor. The Council shall consist of a Chairperson, so designated by the Governor, and between seven (7) and eleven (11) other members appointed by the Governor. Neither the Chair nor any other member shall have a fixed term and all members shall serve at the pleasure of the Governor. The Chair shall establish such rules of operation as the Council may require. The Council shall analyze and advise the Governor on issues concerning social services policies and conditions in The South, and methods to reduce the poverty rate and improve those social services in The South to better help Southerners who need those services to improve their individual circumstances. The Council shall meet upon the request of the Governor or the Chair, but shall not meet less frequently than four (4) times each year. On request and to the extent necessary, the Council shall receive staff support from and shall office within the Department for Children and Families utilizing only existing Department for Children and Families resources. All regional entities under my jurisdiction are directed to fully cooperate with the Council, including providing such information as the Council may deem necessary and may request in furtherance of its duties.

Have I made around about 1500 edits over the last 4 days? Maybe. Probably. Yes. Do I need a life? Probably.
But nonetheless, I hope that all the additions I have made will be helpful to all peoples. Also, on an unrelated note, if you are an election administer, please post the full results in a certification, rather than just saying who won. Because having to tally and calculate the entire results of elections long gone just because the election administer was too lazy to post it gets very, very annoying. (Lincoln I'm looking at you). Also, use plaintext, not a screenshot through an imagehosting site because if/when that imagehosting site goes down it also gets very very annoying.


Also, if anyone is interested in what I've added well...

Senate elections are now also compiled for each region. And with this Special Senate Election results have finally been added.
The CoD and the Lincoln Assembly now have full, complete diagrams of historic membership.
For all legislative elections (except Lincoln) full counts, instead of just the party totals.
Special elections have been added because a lot of them were missed.
Typos have been sought out and fixed.
Lots of broken links have been fixed.
And lots of odds and ends beside.

Good Morning, People of The South:

I am humbled and honored to speak to you today as the President-elect of Atlasia. It has been an honor and a privilege to serve as your Governor for the past 7 months. When assuming office, we had instability in the executive and legislative branches, budget issues and a constitution needing revamped. Today I feel confident in saying that the state of our region is strong. We have had consistent activity and our legislature is a good blend of experience and fresh faces.

Serving as Southern Governor may be my favorite job to date – I have worked with some wonderful people and we’ve accomplished so much. In 2018, the Southern legislature passed more legislation than any region in the history of the game. I am very proud of the work everyone put in to accomplish that.

As I begin the transition to the White House, I will work my hardest to ensure that there is a smooth transition to the next Governor. Part of that includes working with the new Governor to get a budget discussion started on March 1st, as required by the Constitution.

Since much of my focus will be preparing on my transition to the White House, after careful consideration, I have concluded that the best decision is for me to resign now so that the next Governor can start as soon as possible. This will allow them to start crafting their own agenda and making the most of the remaining term. Therefore, I will be resigning today as Southern Governor immediately following this post. Per our constitution, this will trigger a special election next weekend, allowing for the next Governor to assume office immediately on Monday (assuming a clear winner is determined).

I encourage those interested to declare for the position as soon as possible and look forward to a positive campaign. Thank you for allowing me the opportunity to serve as your Governor!!! I will always love The South.
