Why did HW win Iowa, Michigan, Pennsylvania, Connecticut, Massachusettes, Maine, and D.C. over Reagan?

Most of them had a more moderate GOP base. At the time, the moderate wing was still powerful in New England and some other areas. That is possibly the reason HW, who was more moderate, won these states. Reagan lost Iowa just barely because he didn't campaign there.

Reagan not campaigning in IA probably allowed Bush to win the state and have the momentum to win some other states.

If Reagan campaigns in Iowa , Reagan probably sweeps the primaries and someone else is chosen as VP(Bush doing as well as he did is probably why Bush was chosen as VP)

CT, MA, ME and probably DC were 4 of his home states.
