I mean in terms of political and personal skills, not political philosophy. It's more of an overall question, not about who held which office for what time, although this plays some role. Leave Trump aside, since it's obvious the dude is not up to the job at all.

His fellow senators generally regarded him as an amiable dunce, and during his presidential tenure he made a series of bad appointments and was unable to prevent scandals from occurring.
Post-FDR, I would say Carter, Clinton, and George W. Bush were all poorly prepared for the presidency, which is a big part of why I tend to favor members of Congress over governors when it comes to pre-presidential experience. Served just one term as governor, had no foreign policy expertise and no relationships on the Hill. Key reasons he was not a really successful president despite being a great person.

I mean, he did serve as vice-president, and FDR's soon death was inevitable, but 11 weeks in was very shocking.

I mean, he did serve as vice-president, and FDR's soon death was inevitable, but 11 weeks in was very shocking. Truman was senator for ten years and chaired important committees while being there. He was also 60 years of age with plenty of life experience. He was portrayed as a lightweight when he assumed office, but turned out to be a decisive and bold leader with personal integrity. Hoover had the potential to be miles better than Harding and Coolidge (of course not Roosevelt or Truman in my opinion) but 1928 just wasn't the year to be elected President.
