See here the recession issue actually does pose a problem. If it could just be done by statute, the statute could be repealed rather quickly if a recession did occur (at least no less quickly then any actual spending could move). Constitutional amendments, however, take much more time to instate and repeal, and, more to the point, aren't supposed to be temporary.

If this Constitutional amendment resolution isn't amended to follow House rules, this resolution will be removed from the floor for being frivolous in 24 hours.

"7.) All resolutions seeking to amend the constitution must be introduced along with a passage detailing what is being changed in the Constitution and why, called the Amendment Explanation."

I propose an amendment.

This is an amendment that would be added to Article III, Section 5 of the Atlasian Constitution. It is to require balanced budgets in order to bring back fiscal responsibility to the budget process in Atlasia.

This seems to be campaigning by explanation, with the loaded and leading use of "bring back fiscal responsibility to Atlasia" when the factual impacts of the amendment can be stated without such questionable assumptions and subjective judgements and so that the impact is fairly and neutrally stated rather than the wording giving one side an undue advantage.

What about to prevent a recession, or for a military buildup in preparation for an expected war? Currently I feel the risk of policymakers being overly restricted is still too great, and there's no huge need to slash and burn to stop the bogeyman of a fiscal crisis when existing measures and responsibility are the best course and we are seeing the deficit already decrease which we can expect to continue. Fundamentally while well intentioned both this particular amendment and the underlying idea have many flaws and would not work well in reality and would have unintended consequences.

I hope the explanation is fixed so that is more explanatory and neutral and does not have the effect, intended or not, of giving the amendment an undue advantage.
