If it could just be done by statute, the statute could be repealed rather quickly if a recession did occur (at least no less quickly then any actual spending could move). Constitutional amendments, however, take much more time to instate and repeal, and, more to the point, aren't supposed to be temporary.

Currently I feel the risk of policymakers being overly restricted is still too great, and there's no huge need to slash and burn to stop the bogeyman of a fiscal crisis when existing measures and responsibility are the best course and we are seeing the deficit already decrease which we can expect to continue. Fundamentally while well intentioned both this particular amendment and the underlying idea have many flaws and would not work well in reality and would have unintended consequences.
