Title: Will a 90%+ Black Southside Chicago seat be possible after 2020?

I tried it out with 2016 Block Groups and I was barely able to do it, 90.1%. WIll it be possible after 2020?

The purpose of such District? Democrats (and Black Democrats, BTW) can as easily win 55% Black district and use remaining 35% elsewhere.... If i would be Republican redistricter (which is not the case in Illinois now) - i would try to create such district, but - only in this case.

It is just a test of black population in southside chicago

Well, the source of the Cities, and in a way partially the State's pop decline has been because of the south side AAs/Hispanics, so I have no idea if such a test would produce a positive result. its quite remarkable that while the South Side is shrinking, the West Side/Lakefront AA regions are growing or staying neutral.
