It's Bill Clinton with 379 electoral votes in 1996 by winning just 31 out of 50 states. Or 62% which is a D-.

Not all states are created equal. On a high school exam, the more important questions are worth more than the minor ones. Your "D-" is misleading.

When I was in high school, anything from 60 to 62 was a C minus. Maybe a Canadian/American thing.

Imagine Gore won both 2000 and reelection in 2004. He might be the number 2 or 3 in American history after FDR (2013 electoral votes from 1920, 1932, 1936, 1940 and 1944) and Nixon (1939 electoral votes from 1952, 1956, 1960, 1968 and 1972).

Joe Biden could overtake Gore if he wins next year and even further should he become a two-termer.

Well in terms of states won, Trump and Bush did 'pass' which is what I think the OP meant with the 62 percent

So does Bob Dole have the all-time record for most electoral votes for someone who failed to get either office?

Bill Clinton would actually have 976 because he was running for First Lady in 2016 but lost to Melania Trump. (He was also running for First Lady in 2008.)

Gore and Hillary passed at the University of Popular Vote, not the Electoral College.
