Title: Why is the margin of error higher if the confidence level is higher?

I thought the margin of error was supposed to be lower.

It's also higher if the sample proportion is higher, which I thought was supposed to be lower as well.

Because thats how it works?

Example

90% sure that it is within 2 points
95% sure it is within 3 points.

3 points is a larger range so you can be more sure it is in that range rather than 2%.
