Section 1: Committee Creation

1. This bill, if passed, establishes the Lincoln Wages Committee (LWC).
2. This committee shall consist of 10 NPCs appointed by the chancellor. A minimum of five members of the LWC must represent labor unions in five major, distinct industries. These union representatives must be selected by membership-wide straw polls.
3. The committee can be dissolved and reformed by the Chancellor if seen necessary, however the committee cannot be dissolved without prior consent from a simple majority of committee members.
4. This committee shall act independently of the executive and Council.

Section 2: Jobs of the LWC

1. The LWC is to divide Lincoln into ranges according to cost of living in the area. This can be done in as many ranges an needed.
2. Each of these ranges shall be assigned a minimum wage according to the average cost of living in the range.
3. The committee must be able to mathematically prove that the minimum wage set for each range is enough to cover cost of living: this shall include all basic expenses such as housing, food, and health care needs.
4. Range boundaries and wages are to be submitted and implemented every four months.

Section 3: Enactment

1. The LWC is to be formed as soon after the passage of this bill as possible.
2. Wage ranges are to take effect June, 22, 2018 and are to be updated every four months afterwards.

I thank the Senator for informing us that we have had some action on the issue. Just as a note, this bill will not repeal the Lincoln Fair Wages Act. Instead, this simply adds to the legislation. It sets a minimum at which wages can be set by the Lincoln Fair Wages Act. Also the Lincoln Fair Wages is unclear in the wages that will be set, and this bill provides some clarity on this issue. Also the Fair Wages Act, does not deal with overtime pay or establish a set working week. Also I would like to ask the GM Team, if the LWC has submitted any standards, if they have we can revise the bill accordingly, to make sure that there would be a wage hike.

This is only a step backwards. The Living Wage Committee is a clearly logical process of setting a fair minimum wage that takes into account the varying cost of living across the region of Lincoln. Repealing it for a flat $12 dollar minimum wage across the region is a big step backwards.
The Living Wage per various sources I could find in Lincoln would be between $15 and $20 dollars an hour depending on the state. So a flat minimum wage at any level would result in some workers having a large pay cut while others have their wage increased significantly.
A single flat minimum wage for the entire region (and one that isn't even indexed to inflation) would be a large step backwards that would hurt most workers in Lincoln.

This adds nothing to the living wage committee. The LWC is already setting minimum wages for the region that are already in excess of $12 hourly.

That would still result in urban workers getting pay cuts while rural workers get a substantial pay increase. The very point of a living wage is that the minimum wage varies across the region depending on the local Cost of Living.

With this amendment this bill does nothing and is totally illogical. The Living Wage Commission will already be setting the living wage within that band, so what's the point of enacting this do-nothing legislation?

After thinking about this, I think it might be best to table this. Wasn't sure Lincoln had a minimum wage law before this though I vaguely remember something of the sort from some time ago and it seems to be the one Pyro posted.

VI. Overtime wage will be indexed to inflation.

Raising the numbers only makes it worse. Now the entire current living wage framework is rendered useless in favour of a vague meaningless minimum wage floor that is far too high even under the most optimistic of assumptions.
This entire legislation is pointless and really should be tabled or withdrawn already.

I concur with the Speaker. We have tried to do a lot for this bill and in the end, it looks like it’s largely unworkable.
