1 billion dollars per year shall be allotted for the Defense Department to develop a missile defense system Secretary Ford wished for this to be debated and passed, so I feel that since he cannot propose it, his voice should still be heard in matters of his own expertise. Since we are not ready to deploy the system yet (IRL, Rumsfeld is deploying it even though it isn't ready), the cost is less than one might think. Its just R&D.
