Unless I'm misreading opebo's opinion, I don't think a constitutional amendment is necessary.  Only a change to the CCJA seems to be required to mirror the language of Article V, Section 1, Clause 1.

Of course, I dissent from even that interpretation.

Anyway, I can understand why the opinion seems unclear because it skips a number of steps required to reach its conclusion.
