That, and it’s tough to go from Governor of Arkansas to national figure without a lot of skill. Bubba and the Huckster are much more naturally talented pols than Tom Cotton is

Yup.  The Senate-to-Governor pipeline is pretty much limited to larger states.

And it’s usually the opposite, with Governors then running for Senate
