He did. But he reneged after the pardon because Obama didn't do it at the moment, or waited too long, or some bull like that. Rather cowardly. But then, what would you expect from him?

Manning wasn't pardoned. Her sentence was commuted and she was released. It still stands on her record and she's barred from entering Canada because of it.
