Court of King Phillip IV
It should shock good Catholics everywhere that not only France, but even our earstwhile ally in Emperor Ferdinand have abandoned us in favor of Dutch heretics. It is a shameful display that even when offered peace terms the French refused, only driven by their own territorial greed. His Majesty has this to communicate: There will be no unjust peace. Spain will have peace with honor or no peace at all.

The Court of King Phillip IV
It does appear that Fredrick Henry is either lying or have been lied to, and His Majesty's Court will not tolerate its name being besmirched. King Phillip offered gracious terms to his colleague in Paris. Terms which would recognize the Dutch Republic's independence. And what was the French response? Nothing. They simply preferred for the war to continue. If Stadtholder Henry wishes for this war to continue, so be it, but he should at least be honest in his intentions.
